Matrix is an open network for secure, decentralized communication. Unlike the likes of Whatsapp, Telegram, Discord, Slack, etc., Matrix is an open protocol rather than a closed, centralized, proprietary application. It's not far off the mark to think of it as a modern equivalent to SMTP, the email protocol that allows many different systems from different software providers to all send and receive email compatibly.
There will be a similar proliferation of software that works 'on top of' Matrix, but for now there is only Element. Fortunately, it does just what we need it to do. You can use Element in a browser tab on your laptop or desktop, or download the applications for Linux, Windows, MacOS, iOS, and Android.
